Internet Protocol Television (IPTV) is the technology for the distribution of television content over the Internet, the transmission of signal over the network is not illegal as long as it respects the rules established by the broadcasters. However, cable service subscribers who provide the signal through streaming services will be practising piracy, as this practice is prohibited in a contract with the operator. There are hundreds of sites that display content from paid channels to bill with ads, their owners are subject to penalties equivalent to those for authors of sites that make movies available for download. But it is worth noting that KODI is not illegal because it is a program for creating a Media Center that supports IPTV broadcast channel lists.
